It's designed to stop the handlebars and front wheel from moving and/or rotating when a bike is mounted in a Park Tool repair stand. It comfortably fits bars up to 32mm, and oversized top tubes up to 50mm. With generous specs like that, the HBH-2 will work on almost any road or mountain bike.
